一、依據教育部國民及學前教育署 113 年 7 月 26 日臺教國署原字第 1130082586 號函辦理。

二、自本年 6 月 27 日起赴中國大陸及香港澳門旅遊警示調升為「橙色」，建議國人避免非必要旅行，爰請加強宣導當前兩岸情勢與政府政策，提醒貴校師生下列赴陸就學或交流可能面臨之風險及挑戰，並強化學校中國大陸識讀課程，以落實保障我青年學生人身安全與權益：

   (一)中國大陸近年大幅增修(訂)國安法令，前曾發生國人赴陸在機場遭到扣留盤查、檢查手機或電腦等電子設備之案例，本年 7 月 1 日起又施行「國家安全機關行政執法程序規定」和「國家安全機關辦理刑事案件程序規定」，明文賦予國安執法人員可以檢查旅客隨身物品、電子裝置等權限，嚴重侵害個人權益。

   (二)學校師生組團赴陸參加交流活動，應遵守我政策立場及法令規定，並秉持對等尊嚴原則，對陸方主動邀約活動應提高警覺，亦應注意活動目的、辦理單位及相關文宣資料等，

不應涉有政治目的或政治性內容，避免協助或配合陸方宣傳，且不應參與及協助宣傳由陸方對臺工作或統戰部門所主導之活動。

   (三)如以學校名義與大陸地區進行學生教育交流活動，應落實至「赴陸教育交流活動登錄平臺」（ https:// webap.rusen.stust.edu.tw/RusenShort/Login.aspx ）填報，並完備學校自我檢覈與內控機制。

   (四)陸委會亦設有「國人赴陸港澳動態登錄」系統，建議學校師生如擬赴陸港澳交流，事先於該系統進行登錄。倘在陸港澳遭遇相關問題，可撥打財團法人海峽交流基金會緊急服務專線(+886-2-25339995)；該會香港辦事處(駐地名稱：台北經濟文化辦事處)急難救助電話(852-61439012)；該會澳門辦事處(駐地名稱：台北經濟文化辦事處)急難救助電話(853-66872557)，俾利政府即時提供必要的協助。

   (五)如確有赴港澳需求，應及早預辦入境登記(港簽)或其他合法入境文件，並注意赴港澳目的及行程是否符合當地法令規定，避免誤觸法規致生風險。
