一、臺南市教育局 109 年 7 月 13 日南市教人(一)字第 1090838506 號函諒達。
二、上開函說明二略以，「……各類人員自 109 年 3 月 17 日起至指揮中心解散之日止，平日、假日出國均應明確填報或使機關(單位)知悉所前往國家、地區(含轉機)，出國假單需經首長或其授權者核准，俾利進行後續人員健康管理及人力管控等相關防疫作為。……前往之國家如屬『國際旅遊疫情建議等級』第三級警告者，原則上禁止前往。」說明三略以，「……倘同仁因特殊原因有親赴旅遊警示第二級及第三級國家或地區(含轉機)之必要者，應函報本局專案核定。」
三、另依衛生福利部疾病管制署國際旅遊疫情建議等級表，目前全球均列為第三級警告。
四、鑑於國外疫情仍持續升溫，且國內近期出現本土病例，為配合中央流行疫情指揮中心政策，落實防疫總動員，維護本局所屬同仁健康安全，依上開規定，各類人員學期中及寒(暑)假期間原則上禁止出國，如有特殊原因者，應函報本局專案核定。
