一、由公共電視主辦之「2023 台灣國際兒童線上影展」，已於 3 月 8 日起上架公共電視「公視+」影音平台進行線上影展免費放映。為期兩年的策展時間，打破空間、時間限制，讓大小朋友不用出門也能享受優質娛樂。
二、本屆影展以《心情防空洞》為年度主題，推出 13 部來自世界各國的精選影片。片單將分成單元式主題，讓大小朋友都能找到最適合自己的影片，包含：「戰地降落傘」見證在戰火中成長的孩子們；「家庭放映機」探討家庭生活可能面臨的挑戰和傷痛；「勇氣信號彈」看見為了追夢而發亮的他們；「翻轉腦細胞」放出天馬行空的奇幻想法！請先註冊成為「公視+」會員，便可在登入後於「兒童影展」專區免費隨選觀看。
三、《心情防空洞》不僅放眼世界上的戰爭議題，同時討論家庭關係及情緒處理，歡迎各校老師及教育現場同仁結合教案設計，運用豐富優質的影片資源。
四、除提供優質影片免費觀賞之外，「公視+」影音平台上也提供免費收看來自全球 190 部的影片，整合歷屆兒童影展開閉幕片及精選作品、小導演大夢想歷屆作品、公視國際合製兒少節目等，影片種類涵蓋動畫片、劇情片、紀錄片與電視節目，精選新舊長短影片超過 190 部。
