二、衛生福利部國民健康署（以下簡稱國健署） 113 年 1 月 5 日發布之新聞稿（如附件）指出：世界衛生組織（ WHO ）公布之「加熱菸對健康影響研究實證報告」，提到菸品業者錯誤之行銷策略包括：宣傳指定菸品（加熱菸）健康風險比紙菸更低、可作為紙菸之替代品、能減少二手菸及異味等。事實上，指定菸品與紙菸均會成癮，且無助於戒菸。
三、依「菸害防制法」第 15 條規定，任何人不得使用未經中央主管機關審核通過之指定菸品，亦不得製造、輸入、販賣、供應、展示、廣告未經主管機關審查通過之指定菸品及其必要之組合元件；另依同法第 17 條規定，任何人不得供應指定菸品必要之組合元件予未滿 20 歲之人。
四、國健署「指定菸品健康風險評估審查專區」顯示，截至 113 年 3 月 12 日止尚無指定菸品通過審查；惟近期疑有業者透過舉辦說明會等方式向青少年廣告行銷指定菸品之情形。為保
障教職員工生健康，請依「菸害防制法」規定及教育部「校園菸害防制實施計畫」所列建議做法，加強指定菸品防制作為，並落實校園菸害防制工作，例如：
(一)將指定菸品列入校內規範管理，並禁止合作社、廠商販售指定菸品及其必要之組合元件等。
(二)運用國健署衛教資源與實證資料辦理菸害防制活動或融入校內相關課程、研習會議等，並可結合學生組織或社團共同宣導，以建立師生正確認知。
(三)落實禁菸環境維護工作，如查獲學生違規使用指定菸品或有未滿 20 歲學生使用各式菸品等情，請將其取得來源送交當地衛生機關查處。
