一、依據臺南市政府教育局 114 年 11 月 7 日南市教人(一)字第 1141508436 號函轉市府 114 年 10 月 2 日府人考字第 1141348341 號函辦理辦理。
二、查前開市府函釋略以，因應行政院訂定之「行政院與所屬中央及地方各機關（構）學校公務人員違法（規）赴陸建議懲處原則」及「行政院與所屬各機關（構）學校公務人員違規赴港澳建議懲處原則」（以下簡稱懲處原則），各校應加強宣導赴陸、港澳(含過境轉機) 應完備相關申請通報手續，另自 115 年 7 月 1 日起，針對違法(規)人員，將依前開懲處原則予以懲處。
三、再查「臺灣地區公務員及特定身分人員進入大陸地區許可辦法」第 3 條規定，本辦法所稱公務員，指公務員服務法第 2 條規定之人員；又查司法院釋字第 308 號解釋意旨，公立學校校長及兼任行政職務之教師就其所兼任之行政職務，有公務員服務法之適用；故渠等出境差假及通報事項，均應比照公務員規定辦理。
四、綜上，有關具公務人員身分之人員(含校長及教師兼任行政教師)赴陸、港澳，應依規定申請，如有違法（規）之情形，應依前開懲處原則辦理，相關程序說明如下：
(一)赴大陸地區者：應於出境前填具「赴大陸地區申請表」，經服務學校核准後影送學校權責單位留存，校長部分另函報市府教育局核准；返臺後應填具「赴陸人員返臺通報表」，並影送學校權責單位備查。
(二)赴香港、澳門地區者：應於出境前填具「赴港澳地區通報表」，經服務學校核准後影送學校權責單位留存，校長部分另函報本局核准；若因公務需與特定人員會晤或聯繫，應填具「赴香港或澳門會見或聯繫特定身分人員通報表」；請假單應檢附大陸委員會「國人赴港澳動態登錄系統」登錄畫面。
五、未具公務人員身分之人員(如約聘僱人員、約用人員、技工、工友及臨時人員等)如有赴大陸及港澳地區需求，仍應依規定經學校核准，並辦理請假手續，如有違法（規）之情形，得參酌懲處原則，視情節輕重，由各該管理規定或工作規則辦理。
六、另為避免學校人員發生未依規定辦理通報或登錄而涉違法（規），各校於核准差假時應確實查驗應附文件。
