主旨：有關公立國中教師取得碩士學歷申請改敘薪級疑義，請依
教育部函釋辦理，請 查照。
說明：
一、依據教育部 102 年 11 月 5 日臺教人(二)字第 1020161712 號函
辦理。
二、查公立學校教職員敘薪辦法第 2 條附表說明五規定：「教師
在職進修取得較高學歷申請改敘時，得改按新學歷起敘
，並採計不含進修期間之服務成績優良年資，在本職最高
薪範圍內按年提敘。…」。
三、復查教育部 87 年 11 月 23 日台（ 87 ）人（一）字第 87129726
號函規定：「『公立學校教職員敘薪辦法』附表『公立學
校教職員敘薪標準表說明』第 5 項、第 10 項規定，經繼續
進修所取得較高學歷而其起支薪級低於原敘薪標準者，按
其新取得學歷起敘標準改敘，惟學歷與經歷時間牴觸者擇一
採認。本案教師進修碩士學位期間，曾辦理休學 1 年，以
該休學期間並無進修之事實，尚毋需計入進修期間。」。
四、依教育部上開 87 年 11 月 23 日函規定，教師進修碩士學位期間，
因休學期間並無進修事實，爰不計入進修期間。教師
雖於 99 學年度辦理休學，卻於 99 學年度暑期進修，如該暑
期課程係屬渠取得較高學歷之部分課程（如：可計入畢業
學分、抵免該學位學分等），則應視為進修年度，尚不得
採計提薪級，以免滋生爭議。
