主旨：各機關於本（ 102 ）年農曆春節連續假期前、後 1 日上班日
，請確實控留人力，以維持為民服務品質一案，請查照辦
理。
說明：
一、依據行政院人事行政總處 102 年 1 月 18 日總處培字第 102002
1422 號函辦理。
二、查公務人員請假規則第 3 條規定：「……公務人員因事得
請事假、因疾病需治療或休養者得請病假……」第 9 條規定
：「同一機關或單位同時具有休假資格人員在 2 人以上時
，應依年資長短、考績等第或職務性質，酌定順序輪流休
假。」第 11 條第 1 項規定：「請假、公假或休假人員，應填
具假單，經核准後，始得離開任所。…」第 18 條規定：「
各級機關首長之請假、公假及休假，均應報請上級機關長
官核准。」復查公務員服務法第 10 條規定：「公務員未奉
長官核准，不得擅離職守，其出差者亦同。」準此，各機
關除首長外，其餘公務人員之請假、公假及休假，應報經
機關長官核准。
三、請各機關確依上開請假規則規定，於旨揭期間視業務實際
需要，本於權責有效控留機關必要之人力，以維持為民服務品質。
