主旨：請各校校長、單位主管及人事主管寒暑假期間確實督導所
屬人員辦公秩序及差勤紀律，請 查照。
說明：
一、玆有民眾反映本市各校公務人員、教師兼行政人員、約聘
僱人員、技工、工友等於寒暑假期間未正常出勤，各校亦
未落實勤惰管理，有怠忽職守之情事；為維護辦公紀律及
提升行政效率，各校於寒暑假期間應留守三分之一以上人
力（計算方式應扣除合併設置之人事、會計人員，小數點
無條件捨棄）並落實請假職務代理機制；本局重申各校寒
暑假期間差勤規定如下：
(一)各校寒暑假期間仍應維持每日辦公八小時。嚴禁上班時
間內擅離職守，並從事與公務無關之行為（例如：上網
玩網路遊戲、觀看色情網站或下載影片...等以電腦網
路從事私人事務行為）及其嬉戲、聊天、吃零食...等有
礙辦公秩序之情事。
(二)各校行政人員學期中之延長工時加班，得於寒暑假期間
申請加班補休或依教育部函釋於全年上班總時數不變之
情況下，以彈性上班方式辦理。
(三)各校寒暑假期間人員訓練進修、文康活動、休假或加班
補休時，應落實職務代理制度並保持應有之人力，以不影響民眾洽公及師生權益，不降低行政效率為原則。
(四)因公外出應辦妥公出登記，經主管核章後始得離開辦公
處所，有關公出登記欄位除日期、職稱、姓名、起迄時
間、前往地點及外出事由外，亦應載明公出人員之職務
代理人，並落實職務代理人制度。
二、各校應依「臺南市立高級中等以下學校教師出勤實施要點
」第三點規定，明訂出勤起迄時間，如有遲到、早退情事
，應確依教師請假規則及相關規定妥處；另行政人員中午
時段用餐及休息時間，不宜訂為上班時間。
三、請學校首長、單位主管確實督導辦公秩序，並指定專人負
責查勤，對於公出人員應查察是否確實執行公務，並將查勤結果
列入紀錄，本局亦將不定期派員至各校抽查，請相關主管務必確
實督導。
