說明：
一、依據臺南市政府教育局 103 年度政風工作計畫辦理。
二、本局自 102 學年度於本市各國民小學三至六年級全面推動廉政誠信向下扎根融入式課程，為鼓勵並引導學生了解「廉政誠信向下扎根」之價值及意義，透由作文撰寫及四格漫畫創作，分享法治教育之概念，增強學生寫作及視覺藝術表達能力，進而奠定國小學童重視廉政誠信之生活態度。
三、「臺南市政府教育局 102 學年度國民小學廉政誠信向下扎根作文比賽」係以本市 102 學年度各公、私立國民小學五、六年級學生為實施對象，以廉政誠信融入式課程影片為內容撰寫作文乙篇做為寒假作業，其中五年級學生以「杜絕校園霸凌」、「拒絕吸毒」為主題，六年級學生以「珍惜健保資源」、「認識智慧財產權」為主題。
四、「臺南市政府教育局 102 學年度國民小學廉政誠信向下四格漫畫競賽」係以本市 102 學年度各公、私立國民小學三、四年級學生為實施對象，以廉政誠信融入式課程影片為內容進行四格漫畫創作做為寒假作業，其中三年級學生以「拒絕賄選」、「接受賄選的後果」為主題，四年級學生以「如何反貪腐」、「貪腐的後果」為主題。
五、本二項比賽之組別係依各校班級數分為甲、乙、丙三組（甲組： 12 班以下；乙組： 13-36 班；丙組： 37 班以上），由各校先行選拔 1 至 3 名績優學生參加決賽，決賽收件日期為 103 年 2 月 24 日起至 103 年 3 月 7 日止，於 103 年 4 月函發各學校，得獎名單公告於本局資訊中心網站，作品彙編成果輯，得獎學生辦理公開儀式由市長公開頒獎。
