說明：
一、依據教育部體育署 104 年 1 月 29 日臺教體署學(二)字第 1040
003286B 號函辦理。
二、查依教育部「校園安全及災害事件即時通報網」103 年計
有 33 名學生溺水事件，其發生場域大多是在溪河流，且多
是在春節與連續假期期間天氣炎熱，學生利用假期前往未
標示安全水域戲水所致。
三、請利用各種管道如會議、學生課業輔導或活動、返校日等
集會，並利用學校網站、 LED 電子字幕機、簡訊及電子郵
件、家庭聯絡簿等管道，加強水域安全宣導事宜，並請班
導師於每週五及假期開始前上課日加強水域安全宣導，提
醒學生假日出遊安全。
四、為了讓學生方便記誦，教育部體育署提出「救溺五步、防
溺十招」，請各校務必加強利用各種管道向學生說明宣導
(檔案可至「游泳 121 網站>游泳教室」下載，網址： http:
//http://www.sports.url.tw/)。
五、另，依「各級學校體育實施辦法」第 4 條規定，高級中等
以下學校為策進及協調全校體育工作及行政業務，應設學
校體育委員會，審議全學年度體育實施計畫、校內重要體
育教學及活動之規劃、輔導及推動事宜；第 18 條規定，各
校應定期辦理水上活動安全教育宣導，指導學生預防戲水
意外事件之發生；第 14 條第 1 項第 1 款規定，各校每學年至
少舉辦全校運動會一次，其設有游泳池者，並包括水上運
動項目，爰請將水域安全宣導及自救救生、游泳等概念納
入學校年度行事曆及課程計畫中，輔導各類科課程教師將
旨揭概念融入其適宜課程中，以深化學生自救防溺知能。
