主旨：為協助各機關推動公務人員肥胖防治措施，檢送衛生福利部「104 年各部會共同推動樂活健康低碳環境」簡報檔 1 份供參，請 查照。
說明：
一、依據公務人員保障暨培訓委員會 104 年 9 月 11 日公保字第 1040011527 號函辦理。
二、按公務人員保障法第 19 條規定：「公務人員執行職務之安全應予保障。各機關對於公務人員之執行職務，應提供安全及衛生之防護措施；其有關辦法，由考試院會同行政院定之。」依該條授權訂定之公務人員安全及衛生防護辦法第 3 條第 1 項規定：「本法第十九條規定各機關提供公務人員執行職務之安全及衛生防護措施，指各機關對公務人員基於其身分與職務活動所可能引起之生命、身體及健康危害，應採取必要之預防及保護措施。」第 2 項規定：「前項預防及保護措施應包括下列事項︰……四、……其他為保護公務人員身心健康之事項。」是各機關應斟酌所屬人員之勤務性質、工作環境場所、機關財務狀況及相關規定等為整體考量，提供保護所屬公務人員身心健康之安全及衛生防護措施，以維護公務人員之生命、身體及健康，免受危害。
三、茲依公務人員保障法及公務人員安全及衛生防護辦法所定，機關應提供保護公務人員身心健康之相關措施，固係基於公務人員執行職務之需要而為，惟以公務人員有健康之身心，當有助益於機關任務之遂行及達成。衛生福利部（以下簡稱衛福部）為推動肥胖防治，依行政院 104 年 7 月 23 日中央癌症防治會報第 11 次會議決定，彙整行政院所屬各部會推動肥胖防治政策，提供「104 年各部會共同推動樂活健康低碳環境」政策建議，其相關政策面向、推動重點，殊值各機關推動保護所屬公務人員身心健康相關政策之參考，爰請多加宣導及利用。
