主旨：為提升協商、溝通及採購談判技巧，熟悉與採購業務相關之智慧財產權、專利、著作權，避免侵害智慧財產權事件發生，謹訂於今年度十、十一月份舉辦進修研習，敬請查照、公告並薦派各所屬（轄）人員參訓。
說明：
一、十月份「協商、溝通及採購談判技巧課程」，針對協商、溝通時，會擔心對方經驗豐富，老謀深算？對方採取緊迫攻勢，令人難受？雙方沒有互信基礎，怎麼談？對方不講理，逼人太甚？我方的要求能否為對方接受？不喜歡談判中的爭鋒相對？時限緊迫，如何準備最有利的談判策略？為加強協商及溝通技巧，提升談判的能力，敬請薦派相關人員參訓。
二、十一月份「採購人員應知-智慧財產權、專利、著作權課程」，因機關經常擔任智慧財產權利用人，也擔任智慧財產權之權利人。作為利用人，如何保護著作權；而身為權利人，應如何有效管理權利;如何正確運用授權，將其擁有的寶貴資源開放外界利用;如何尊重智慧財產權及提升使用付費觀念與知識。本研習就機關於政府採購過程中涉及之智慧財產權問題、專利問題、著作權問題、合理使用及授權利用問題，邀請智慧財產法院與國家賠償事件處理小組委員以系統性分類，深入淺出解析採購關係中之智慧財產權、專利、著作權，有助於機關同仁更進一步瞭解智慧財產權、專利、著作權，正確妥善運用於業務中，避免侵害智慧財產權事件發生，相當推薦各機關薦派同仁受訓。
