主旨：請貴校於適當時機與場合辦理公益勸募條例教育宣導，俾使師生知悉相關法令規定，請查照。
說明：
一、依據衛生福利部 104 年 11 月 6 日衛部救字第 1041363106 號函辦理。
二、據媒體報導爾來時有學生或學生社團以從事社會公益之名，而以街頭表演、募款箱、行腳勸募、義賣...等方式，向社會大眾勸募財物，其行為恐已涉公益勸募條例(以下簡稱本條例)之相關規定，爰請貴校於適當場合進行相關法令宣導，俾使所屬人員能知法守法。
三、本條例第 3 條規定：「...基於公益目的，募集財物或接受捐贈之勸募行為及其管理，依本條例之規定。」；又本條例第 5 條：「本條例所稱勸募團體如下： 1.公立學校。 2.行政法人。 3.公益性社團法人。 4.財團法人」。學生或學生社團因非本條例所稱勸募團體，故不能以從事社會公益之目的，向社會大眾勸募財物，其應以學校或財團法人(含私校)之名，依本條例相關規定申請勸募許可後始得為之，或結合已取得許可字號之勸募團體共同關懷社會志業，以玆適法。
