三、邇來發生公務人員酒駕肇事事件，嚴重影響政府形象，為維公務紀律，落實以身作則，請各機關單位於內部公開集會、新進人員訓練及其他相關場合廣為宣導「酒後不開車」，並建立酒駕零容忍觀念，在飲宴中戒除勸酒習慣，酒後請選擇「指定駕駛」或「搭乘計程車返家」等方式返家等，以避免主旨：為維公務紀律，落實以身作則，各機關（單位）應確實加強宣導公教人員酒後不開（騎）車，以珍惜生命、維護政府形象並為民榜樣，請查照。
說明：
一、依據行政院人事行政總處 102 年 6 月 21 日總處培字第 1020038648 號函辦理。
二、為遏止酒駕犯行，加重酒駕肇事刑責， 102 年 6 月 11 日 總統令修正「中華民國刑法」第 185 條之 3 規定：「（第 1 項）駕駛動力交通工具而有下列情形之一者，處二年以下有期徒刑，得併科二十萬元以下罰金：一、吐氣所含酒精濃度達每公升零點二五毫克或血液中酒精濃度達百分之零點零五以上。二、有前款以外之其他情事足認服用酒類或其他相類之物，致不能安全駕駛。……。（第 2 項）因而致人於死者，處三年以上十年以下有期徒刑；致重傷者，處一年以上七年以下有期徒刑。」三、邇來發生公務人員酒駕肇事事件，嚴重影響政府形象，為維公務紀律，落實以身作則，請各機關單位於內部公開集會、新進人員訓練及其他相關場合廣為宣導「酒後不開車」，並建立酒駕零容忍觀念，在飲宴中戒除勸酒習慣，酒後請選擇「指定駕駛」或「搭乘計程車返家」等方式返家等，以避免酒後開（騎）車之危險行為。
四、公務人員如酒後開（騎）車及酒後開（騎）車肇事，觸犯上開刑事法令者，除依各該法令處罰外，其行政責任之檢討，各機關單位應本權責查證並衡酌事實發生之原因、動機或對政府形象之影響程度，依公務員懲戒法、公務人員考績法及其施行細則、各類專業人員獎懲標準表或各機關職員獎懲規定等所訂標準，衡酌事實發生之原因、動機或對政府形象之影響程度予以最嚴厲之處罰。
