轉知公文如下:
一、依據「臺南市政府及所屬機關學校自行研究評審獎勵作業要點」辦理。
二、 107 年度自行研究計畫各階段辦理期程：
(一)第一階段：查填「臺南市政府及所屬機關學校 107 年度自行研究計畫項目表」，經主管核章後於 107 年 4 月 10 日前函送本府研究發展考核委員會，據以提報研究計畫。
(二)第二階段：各提報自行研究計畫之機關學校，應於 107 年 10 月 10 日前將已完成之研究報告 1 式 10 份及電子檔 1 份函送本府辦理評審，逾期則併入下年度自行研究評審作業。
三、自行研究報告注意事項說明如下：
(一)請依作業要點規定格式撰寫，內容應包含：研究主旨及背景說明、相關研究、文獻之探討、研究方法、研究發
現及結論與建議。
(二)為確保評審過程公平性，作者姓名僅得於封面顯示，報告書內文不得重複列出作者姓名。
(三)字級以 13 級至 14 級為原則。
(四)研究建議事項宜明確，以利參採機關採行。
四、重申作業要點第 9 點第 1 項之規定：自行研究報告有下列情形之一者，不予評獎，已核給之獎勵應予追回：
(一)已在本府或其他機關獲獎。
(二)非最近二年內研究完成。
(三)抄襲他人著作或引用他人著作未註明出處。
(四)委託他人代為撰寫。
(五)推動本身業務之工作計畫或工作報告。
(六)集體自行研究報告之研究人員有非各機關學校之員工。
(七)集體自行研究報告以個人名義申請。
(八)一稿多投。
(九)學位論文或已發表之研究論文。
(十)其他不符合研究學術倫理規範。
五、本府每年度除依作業要點規定，對於獲評為績優之自行研究報告者給予行政獎勵外，並於公開場合頒發獎狀表揚研究人員，歡迎踴躍提報研究計畫。
