一、依據宜蘭縣政府 102 年 6 月 25 日府教終字第 1020098604 號函辦理。
二、活動宗旨：為發揚宜蘭精神，推動愛鄉愛土，鼓勵學生親近藝術，提升藝術創作能力，財團法人葛瑪蘭文化基金會特舉辦戶外寫生比賽，以宣導蘭陽美景與風土人情，吸引更多民眾前來宜蘭觀光旅遊，促進文化與藝術交流。。
三、活動內容：
(一) 活動時間：中華民國 102 年 7 月 20 日（週六）。
(二) 寫生地點：宜蘭縣冬山河親水公園 （ 09:00 起開園，地址：宜蘭縣五結鄉親河路二段 2 號）
(三) 參加對象：(1)國小組 (國小 1~6 年級) (2)國中組 (國中 1~3 年級) (3)高中組 (高中職 1~3 年級)（五年制專科學校 1~3 年級） ※共分三組，前 100 名參賽者免費入場。
四、比賽方式：採現場寫生方式，題材以轉寫童玩為主，由主辦單位提供四開圖畫紙。 寫生使用之畫具、顏料請自備，每人一件，限當天本人創作作品，嚴禁代筆、 冒名、抄襲之行為。
五、報名方式：
(一) 採通訊報名，即日起至 102 年 7 月 15 日為止，請填具比賽報名表傳送報名，並電話確認。
