~一、銓敘部為切合休假核給係為慰勞公務人員工作辛勞之意旨，允宜增加休假運用彈性，同時考量事假與家庭照顧假規定之衡平性，以及婚假與喪假運用之彈性，爰修正事假日數，以及婚假、喪假及休假之計算單位。本次修正重點及發布施行後相關適用疑義，說明如下：
(一)事假每年准給日數增為 7 日：本規則發布施行後，依第 3 條第 1 項第 1 款規定，每年（含本年度）事假准給日數為 7 日；另依同條第 2 項規定，任職未滿 1 年（按：即 1 月未在職）者，事假准給日數係依在職月數比例計算後核給，其未滿半日者，以半日計；半日以上未滿 1 日者，以 1 日計。
(二)婚假、喪假及休假改以時計：本規則發布施行後所請婚假、喪假及休假均得以時計，休假保留部分亦同。
二、查本規則第 11 條第 1 項規定，除有急病或緊急事故，得由其同事或家屬親友代辦或補辦請假手續外，公務人員請假應填具假單，經機關核准後，始得離開任所。又差勤屬各機關首長人事管理權限，所屬同仁請假應由機關就業務情形及個案狀況予以准駁，是為兼顧同仁休假彈性及機關業務推動，各機關應依本規則及各機關職務代理應行注意事項等規定，於同仁請假時落實職務代理，俾維持為民服務之品質及效率。
三、次查行政院與所屬中央及地方各機關聘僱人員給假辦法（以下簡稱給假辦法）第 3 條第 1 項規定略以，事假每年准給 5 日……喪假得分次申請，每次不得少於半日。同辦法第 5 條略以，公假、例假日、曠職、年資採計及請假方式準用公務人員請假規則。準此，約聘僱人員之慰勞假、婚假得以時計；惟事假每年准給日數及喪假之計算單位，請依現行規定辦理。
四、另考量本府及所屬機關學校全體同仁休假權益之一致性及衡平性，約用人員之特別休假比照公務人員休假改以時計，並與公務人員同步施行。
