一、依據行政院人事行政總處 109 年 5 月 4 日總處培字第 1090032298 號書函辦理。
二、查行政院與所屬中央及地方各機關公務人員休假改進措施（以下簡稱休假改進措施）第 5 點規定略以，各機關對於所屬公務人員具有休假資格者，應持國旅卡至交通部觀光局或其授權機構審核通過之特約商店刷卡消費，以核發強制休假補助費。第 3 點規定略以，各機關如有確因特殊情形未能照休假改進措施實施者，應列舉具體事由並擬訂可行措施報請主管機關核定後實施。
三、國旅卡強制休假補助費之核發，應具備公務人員持國旅卡、在特約商店刷卡消費等要件。惟公務人員如因年中亡故或罹患傷病，導致其無法親持國旅卡於特約商店刷卡消費以請領休假補助費，為維護當事人權益，分別處理如下：
(一)公務人員因年中亡故，未及於年度內親持國旅卡於特約商店刷卡消費，其尚未請領完畢之強制休假補助費應全數發給，不受休假改進措施規定之限制。
(二)公務人員因罹患傷病，致無法親持國旅卡於特約商店刷卡消費，機關得依休假改進措施第 3 點規定，擬訂符合實際需求之措施，報請主管機關核定後實施，以解決其無法請領強制休假補助費之問題。
四、原行政院人事行政局 93 年 9 月 20 日局考字第 09300251572 號函，因與前開規定意旨不符，自即日起停止適用，並檢附行政院人事行政總處原函影本及修正國旅卡相關事項 Q＆A-Q.06.05.（ 109 年 5 月修訂版）各 1 份。
