因應十二年國民基本教育之需，落實國民教育階段課程與教學之研究發展，遴聘 教學經驗豐富並具有專業能力暨服務熱忱之教師加入輔導團，藉以服務教育同儕，有效輔導本市各國民中小學，提昇教育品質。
